Phase 2: Create

This phase provides information and resources necessary for moving from the framework formed in the Design phase to passing a policy. In this phase you will:​

• Engage with stakeholders to solidify a compliance and disclosure strategy and gain political support​
• Identify and secure funding sources​
• Draft and pass the ordinance​
