Create Step 3: Draft the Policy

Now that you have engaged with stakeholders, identified funders, and filled out the blueprint, you are ready to draft the policy. Pay special attention to these aspects you identified in your blueprint as you draft ordinance language.

  • Make sure to select an energy efficiency measurement tool and energy target​
  • Incorporate feedback from stakeholders
  • Include language for energy data collection requirements and reporting​
  • Consider what success looks like for your policy and consider the timeline of implementation
  • Consider whether a complete or phased approach is more realistic for your city​
