Phase 1: Prepare

This phase is focused on the completion of a policy blueprint, a living document that summarizes the core goals, context, parameters, projected impacts, and stakeholders of the policy being developed in order to inform the create and administration phases.

In its most basic form, the cities can create a draft to help inform meetings to guide early discussions with relevant internal agencies and the City Council. The policy blueprint is intended as a tool for an iterative process. A more detailed attempt to fill out the blueprint can help inform the language structure of the policy.
