Joe is a principal in RMI’s Carbon Free Electricity team, where he leads the development and deployment of quantitative tools that help accelerate affordable and equitable utility decarbonization pathways.


Joe began his career in 2005, modeling energy use and fugitive emissions at a petrochemical facility outside Mobile, Alabama. He went on to work as an engineering consultant at more than 30 oil refineries, natural gas facilities, and power plants. Since 2011, he has focused on the electric utility industry, where he worked on over 100 utility proceedings across the country and authored expert testimony in response to state, regional, and federal energy policy proposals.

Prior to joining RMI, he was the electricity markets manager at the Union of Concerned Scientists, an analyst for the Beyond Coal Campaign at the Sierra Club, and an associate at Synapse Energy Economics. Joe is an active member of the US Association of Energy Economists and served as a technical advisor to the NARUC-NASEO Joint Task Force on Comprehensive Electricity Planning.

Joe lives in Washington, D.C. with his wife and their retired greyhound, Nyla.
