RMI Welcomes Two New Trustees: Former Head of FERC Under George W. Bush and President of Alliance to Save Energy
RMI welcomes Pat Wood, III, and Paula Glover, two leaders in United States energy policy and power sector reform, to its board of trustees
BOULDER, CO – October 28, 2025.
A former chairman of the Federal Energy Regulatory Commission (FERC) and the leader of a nonprofit dedicated to using less energy are joining RMI’s Board of Trustees.
Pat Wood, III, who served under President George W. Bush at FERC after leading the Public Utility Commission of Texas, and Paula Glover, President of the Alliance to Save Energy, a bipartisan, nonprofit coalition, bring expertise in the United States energy system plus deep understanding of the role of energy efficiency and advanced technologies in promoting an affordable and reliable electric grid. Rocky Mountain Institute (RMI) is an independent, nonpartisan nonprofit founded in 1982 that transforms global energy systems through market-driven solutions to secure a prosperous, resilient, clean energy future for all. As members of RMI’s board, the new trustees will support RMI’s mission in the United States and globally.
Pat Wood, III, is a founder and executive chairman of the Hunt Energy Network (HEN). At HEN, Wood has been a leader in advancing the nation’s fastest transitioning power market (Texas), building a stronger power system with a network of energy storage assets, peaking power plants, and demand-responsive customer-owned generation. At FERC, he was a driving force behind competitive energy markets and robust infrastructure investment.
Wood is passionate about the benefits that come from saving energy and getting efficiency right, especially at a time where every megawatt matters. “I’m proud to join RMI because this organization is among the most important energy solutions leaders of our time,” said Wood. “Amory Lovins is the missionary, and I am the convert. He is the happy, brainy warrior for a more efficient power system, and what he says resonates with everything I know to be right. So I want to work with Paula and the RMI team to discover and advance technology and companies that are focused on making our power clean, cheap, and reliable – and relentlessly efficient!”
Paula Glover is president of the Alliance to Save Energy, a bipartisan, nonprofit coalition of business, government, and environmental leaders advancing energy efficiency policy and action. Under Glover’s leadership, the Alliance helped shape landmark federal policies — including the Infrastructure Investment and Jobs Act and the Inflation Reduction Act — securing billions of dollars for energy efficiency programs and expanding national focus on equitable, community-driven solutions.
Glover is a passionate advocate for ensuring that underrepresented communities have a meaningful voice in energy policy and decision-making. She previously served as president and CEO of the American Association of Blacks in Energy (AABE).

In addition to bringing on two new trustees, two current trustees have been elevated to lead the board. Martha Brooks, a director at Volvo AB and Constellium, and Admiral Dennis McGinn, former assistant secretary of the Navy for Energy, Installations and Environment, will serve as board co-chairs to steer RMI on its mission to achieve a more prosperous, secure, clean future for all.
