Xavier is an associate in RMI’s Carbon-Free Electricity team, where he focuses on utility regulation and rate design. His work supports efforts to modernize utility business models and align regulatory structures with affordability and accountability goals, with a particular focus on multi-year rate plans, fuel cost sharing, and performance-based mechanisms. He conducts regulatory research and quantitative analysis to help partners evaluate how specific policy and financing choices affect customer outcomes and utility incentives.
Background
Prior to RMI, Xavier earned a master’s degree at Johns Hopkins University’s School of Advanced International Studies (SAIS). During his time at SAIS, he served as a consultant to the Maryland Public Service Commission, where he supported the development of comprehensive decarbonization roadmaps for Maryland aligned with the state’s climate goals. He focused on corporate finance, political economy, and central-local government relations during his undergraduate education.
