Jubing advises US cities and counties to procure renewable energy and engage with utilities and regulators to transform the energy market. She largely focuses on building coalitions of cities and counties and providing them strategic guidance and technical assistance to advance their climate goals in critical decisions made by regulatory agencies, utilities, regional transmission operators, and state legislatures. She leads efforts to support North Carolina and Texas local governments to engage utilities and regulators on issues such as customer renewable programs, integrated resource planning, and performance-based regulations.
