Joe is a manager in RMI’s Carbon-Free Buildings program, where he works on utility regulatory solutions needed to decarbonize the U.S. building stock.

Background

Before joining RMI, Joe was a managing director for buildings policy at Fresh Energy in St. Paul, Minnesota. There, he advocated for gas utility policy before the Minnesota Public Utilities Commission and on other buildings-related policy at the state administrative and legislative levels. Joe has also worked as an attorney at the Minnesota Pollution Control Agency and as an assistant attorney general at the Minnesota Attorney General’s Office.
