How Green Banks and Economic Development Offices Can Power the Electro-Industrial Economy
Every state wants a share of the electro-industrial economy: the data centers, battery plants, and grid infrastructure now driving competition for jobs and investment. Two models for toolkits have grown up largely in parallel to chase it: economic development offices, which lead with tax incentives and grants, and green banks, which lend and invest to fill financing gaps traditional capital won’t touch. This session brings both worlds together. Drawing on RMI’s new framework for state public investment and financing institutions (SPIFIs) and the Green Bank 50’s first field-wide Impact Report, panelists will explore how EDOs can tap green banks’ lending and credit-enhancement tools to reach projects incentives alone can’t finance, and how green banks can plug into the bigger capital stacks and multi-partner deals that EDOs are built to assemble. The goal is to generate practical ideas for states looking to combine both tools to win electro-industrial investment.
