Paula is an associate in the Global South Program, specifically for Southeast Asia’s energy transition. She is part of the Climate Resilient Cities Project, as well as the offshore wind market development project in the Philippines.
Prior to RMI, Paula was a project manager for the Financial Futures Center, where she led the Philippine grid modernization research project, as well as the Global South climate finance consortium for Asia and the Pacific. She was also seconded to the V20 Group, a consortium of 48 finance ministers from the world’s most climate-vulnerable nations, as part of the Secretariat. Paula was also an energy transition analyst with the Institute for Climate and Sustainable Cities, an international climate and energy policy think tank based in Manila. She actively supports rural electrification projects in the Philippines with her active engagement with electric cooperatives and start-ups.
