With extensive legal, public policy, legislative, and regulatory advocacy experience, Thomas D. “Tod” O’Connor possesses a well-developed government affairs and PAC background in the energy industry with a particular emphasis on legislative and regulatory advocacy on behalf of public utilities, energy efficiency, independent transmission project developers, distributed generation, and renewable energy development.
His practice features effective advocacy before the FERC, CAISO, the Congress, DOE, state legislatures, and public utilities commissions and energy offices. He has been actively involved in major public policy issues affecting the deregulation of the natural gas, electric utility, and energy industries in California specializing in accelerating the renewable energy and distributed energy markets.
