Douglas Jester is a partner at 5 Lakes Energy, specializing in utility regulation and energy policy, research and modeling. He has previously served as Senior Energy Policy Advisor for the State of Michigan, spent a decade as an executive in a global telecommunications and IT company, and two decades doing ecosystem modeling research and management. He resides in east Lansing, Michigan, of which he was formerly Mayor.
