RMI's Approach to Water Management |
|
RMI's approach to water management is based on the recognition that water is a valuable, renewable, but finite resource that is typically undervalued in both markets and in policy.
We advocate a combination of technical approaches, economic tools, and policy measures that, if effectively employed, not only benefit the environment but also strengthen the economy and increase social equity. We apply least-cost planning principles, seek water management ideas that solve multiple problems at once, encourage market-based mechanisms where appropriate, and promote restoration as well as protection of aquatic environments and watersheds.
The Advantages of This ApproachRMI's role is to articulate the advantages of this approach and to facilitate its implementation. This entails:
- Creating a "soft path" for water services. The soft path is a general framework that encompasses radically increased efficiency of water use; integration of water supply, wastewater treatment, and stormwater management systems; and protection, restoration, and effective use of the natural capacities of ecosystems to provide clean water.
- Fostering a paradigm shift for water management. Many new ideas are entering the thinking of water managers and policy-makers. Taken together, they represent a wholesale change in approach and a turn toward the water soft path.
- Demonstrating the multiple benefits of water efficiency. Using water more efficiently can protect the environment, save energy, reduce infrastructure costs, lead to improved industrial processes, and more. "Whole-system" accounting shows that many more water efficiency measures are cost-effective for consumers, businesses, and society than commonly thought.
